If you simply follow the instructions in doc/README.developer you can do it in
a cross platform manner, even if you can build only on Windows. If you make the
effort, we'll make sure it's committed correctly, or the buildbots will tell us
to.

Oke, seems it's still a work in progress, so I'll close this bug for now. You
can resubmit when you think you've completed your development work and made
sure to follow the guidelines in doc/README.developer.
