In what directory is it installed?  In 0.8.19, Ethereal looks for
plugins in "C:\ethereal\plugins\0.8.19", regardless of where Ethereal is
installed, but in the next release it'll look for them in the "plugins"
subdirectory of the directory in which the Ethereal binary is found.
