Absolutely nothing whatsoever about the Expert Info Composite window (that's the one with a Details tab) requires that every single packet have an item.

I have a perfectly valid capture file with 131 packets; only one of them shows up in the Details tab of the Expert Info Composite window, because only one of them has any expert info in it.
