xp  vc2008ee python2.6

1. we use our hardware equipment feed data to wireshark by pipe forwardly, so
we need not setup winpcap package. and that make us have to disable
"start"/"restart" button.

2. our envirenment can not access outside network, so we disable some online
help menus item and always use "User`s Guide" locally.
