Fix for incorrect AIM SNAC(01, 07) dissector

Build Information:

Dissector for given SNAC have a bug with actual sizeof of rate_class and
rate_group structure. So in UI clicking to 'Available Rate Classes' and
concrete 'Rate Group 0x??' items in decoded packet window higlight incorrect
byted in hexdump window...

Attached patch will fix this problem ;)
