text2pcap converts the times in P.txt properly on my Windows XP PC in the US.

So: (guessing) maybe the issue is somehow related to the 'locale' setting (is
that the correct word ?) on the Windows PC.

This is not an area I know much about so I'll have to do a little research
(unless someone else jumps in who kows the answer).
