A little further research shows that text2pcap sets the timestamp to 0:0:0.0
when it believes that the pattern supplied with the -t option does not exactly
match the time-string being parsed from the file.

So: I'm not sure why you are having the problem :(
Character set issues ? 
(I tried setting the Language on my PC to French; Once I found the right keys
on the keyboard for % and so on, text2pcap still seemed to work OK with your
P.txt file).
