Yes ICS is Internet Connection Sharing.
I re tried the installation of Ethereal and it does look like it might be
WinPcap that is causing the problem so will try the link you supplied.

I don't know what "ICS" is - is it short for "Internet Connection
Sharing" on Windows?

If so, or if it's something else on Windows, but this probably has
nothing to do with Ethereal, *per se*; it's probably an issue with
WinPcap, especially if it happens even if you aren't running Ethereal,
or if it doesn't always happen when you're not running Ethereal but
*does* always happen if you're running Ethereal *or* WinDump *or*
Analyzer *or* some other application using WinPcap.

In that case, you'd have to ask the WinPcap developers about that:
