You're probably right. However, that would be a lot of work - and only time is the limit ...
I'd also like to see the toolbar button images on Windows more fully fill the button space like they do on Linux.
I've noticed this too. That's a probably bug of the GTK-Wimp (which provides the WinXP look of GTK), probably caused by the checkbutton style toolbar entries we use.

This might already be fixed in recent GTK versions, but we're a bit behind prime time.

As a workaround, you can edit the file:

C:\Program Files\Wireshark\share\themes\Default\gtk-2.0\gtkrc

and change the second line of it to:

gtk-toolbar-icon-size = large-toolbar
