Adding many sub states makes things less clear. More process isn't the answer
to everything. I vote against it.
This is an unusual case, in which a possible high profile problem may trigger a
lot of reports. Since people don't tend to check closed reports, we can:
1. Keep tagging new reports a duplicates.
2. Keep this bug open until 1.0.4 is released.
I prefer the second option.
