Is there something in the middle of OPEN and FIXED? I have seen a
"PENDING_RELEASE" option in other organizations to indicate that an issue was
fixed but not yet made publicly available. When the code is released the
PENDING_RELEASE tickets are updated to RESOLVED or PENDING_VERIFICATION status.
Just a thought...
