My apologies to the list,

tethereal works with WinPCAP 3.0 installed.

Someone else may want to validate this, but with WinPCAP 3.1.beta4 installed, tethereal only sees a WAN interface (PPP device stub).

        error:  tethereal: Could not load wpcap.dll.
