If doing so has any effect whatsoever when "Enable network name resolution" is turned off, that's a bug. Turning that option off should *completely* disable network name resolution, so that it's irrelevant whether we're using ADNS ("Enable concurrent DNS name resolution") or gethostbyname()/gethostbyaddr() (not "Enable concurrent DNS name resolution") to do network name resolution, as we shouldn't be *doing* network name resolution.
Try it with 0.10.7; there was a bug fixed recently that fixed a place where, as I remember, turning off various forms of name resolution didn't work.
