Can you tell me the exact date/time/dimension of packet.dll you are using?

Just a final consideration: only ONE packet.dll must be present in your
system, and MUST be located in \windows\system32\.

So, once you have understood which is the one working, move that to
windows\system32 and delete ALL the others.
