Guy had a good suggestion to download WinDump to test WinPCap.  If
WinDump doesn't capture any packets, something is wrong with WinPCap.

I had to remove the Infrared and Dial-Up networking adapters to get
WinPCap working in my Windows 2000 notebook.  Remove them and say "No"
to the "Do you want to reboot" question.  Uninstall WinPCap from the
Control Panel.  ReInstall WinPCap, then test with WinDump...  worked for
me...  Then try installing Ethereal...
