As others have noted, it's just a text file compressed with gzip, and the text file is a patch to the Ethereal *source* code. The file is binary, not text, only because it's been compressed; when decompressed with something that understands gzip format, it becomes a text file.

It's not a "binary patch" in the sense that it can be applied to a binary release of Ethereal; it only applies to the Ethereal source code.

And, again, as others have noted, it doesn't apply to 0.10.8, as it was already applied to the Ethereal source code a long time ago, i.e. the changes in it are already in 0.10.8.
