Wireshark · Ethereal-dev: MinGW instructions and Makefile (was Re: [Ethereal-dev] Missing p_report_failure)

If no-one objects, I'd like to add Gisle's files to the Ethereal
distribution (the README.mingw can be added to the existing
README.win32).

| because of all the plugins. windump starts instantly, so I use that
