There might be a mistake, in gsm 04.08, it says that:

 

MEAS-VALID  (octet 3)
This bit indicates if the measurement results for the dedicated channel are valid or not

Bit 7
0       The measurement results are valid
1       the measurement results are not valid

 

But in wireshark:
