It will be out somewhere in the coming weeks, a Windows pre-release is 
available at:

http://www.wireshark.org/download/prerelease/wireshark-setup-0.99.7pre2.exe

Please note that the final release of 0.99.7 will incorporate bugfixes
to issues that are discovered in the pre-release.
