Title: How do you compile a new protocol into Wireshark

I have downloaded cygwin, gtk, glib and I'm still having difficulty compiling my new protocol into Wireshark.   Can you please give me updated detailed instructions on what is necessary to compile a new dll plugin for WireShark for WindowsXP?
