In order to see the encrypted packets you have to set the link key:

Set the Link Key:

Edit > Preferences > Protocols > ZigBee NWK
Pre-configured Keys:

Wireshark Filter:

The following filter is used in order to show the zcl-on-off packets:
filter: zbee_aps.cluster == 0x6
