Thanks for the report.  I wonder which versions of the compiler use vcvarsall
and which ones use SetEnv.Cmd.  By contrast, my version 7.0 and version 7.1
compilers both have only SetEnv.Cmd and no vcvarsall.bat file.  

I suppose I could put both versions of instruction in there, but I fear it
would not be clear to developers which instructions to follow.  Any
suggestions?
