Bail out if length is less than the minimum required length.
With SVN r47769 on Windows 7 64, I got:
** (tshark.exe:9160): WARNING **: Dissector bug, protocol HART_IP, in packet
3019: STATUS_ACCESS_VIOLATION: dissector accessed an invalid memory address
It turns out the HART IP length field for that packet was 0.
Not sure if I should commit this patch yet as Gerald is in the middle of
releasing 1.9.0. (I will be away for awhile, so if it's not too late for 1.9.0
and the patch is acceptable, someone else feel free to commit it. It's not
applicable to 1.8 (or 1.6 obviously).)
