Here's an updated version of the patch.
It enables read support for opt_comment. Comments are displayed as packet
tooltips. The tooltip scope is now limited to the packet row. The patch works
with UTF-8 characters. I tested on Windows and Linux (both gtk2 and gtk3).

I believe this version is ready for merging, as a first step towards full
support of opt_comment.

The attached sample capture consists of 10 ping packets. The first one has a
japanese comment (konnichiwa == hello), packet 4-9 have "test comment 123",
packet 10 has no comment, 2 and 3 have other test comments.
I did a small screenshot of the japanese in case you don't have the required
fonts.
