GSM A-bis OML patch (v5)

I noticed one bug in the previous patch that results in bogus OML message type
naming, it seems it was introduced at some point while porting the patch to
apply to the current wireshark svn revision.

This new version of the patch fixes the problem. It's been again fuzz-tested
successfully.
