At least as of IEEE Std 802.1Q-1998, "VLANs aim to offer the following
benefits: a) VLANs are supported over all IEEE 802 LAN MAC protocols, and over
shared media LANs as well as point-to-point LANs.", so, at least by 1998, it
wasn't specifically for Ethernet links, and, in fact, section 9.3 of
802.1Q-1998 shows both how to put a VLAN tag into a network that uses
Ethertypes (i.e., 802.3) and a network that only supports 802.2 (i.e.,
802.{everything else} and FDDI - the examples they give are 802.5 Token Ring
and FDDI).  They use SNAP for the latter case.
