Make ip.fragments an FT_BYTES field, take 2.
As Martin mentioned in comment 5, I still don't know if this is worth it or
not, although with this patch, the pdml value="..." will end up comprising all
the bytes that make up all of the IP fragments, so that could be useful to
someone.
