OK, well I was looking at packet-gtp.c, where it seems like ppp_hdlc would be
better.  While the address and control fields may not supposed to be there, if
they are (incorrectly or not), they could still be displayed if ppp_hdlc was
used instead of just skipping them.  And if they're not there, well then no
harm, no foul.
