See attached RADIUS captures (I have many others with same symptoms). 
Wireshark is unable to reassemble the EAP-TLS fragments correctly.  It reports
either SSL Ignore Unknown Record (when there are no IP fragments), or "SSL:
Malformed Packet" errors (usually see malformed packet errors when IP fragments
are present).  Wireshark version 1.2.15 can dissect these same files OK.
