Yes. Thanks. Good ol´ Cygwin fixed it.

So, the history goes like this: the assumption in Comment 8 above was correct
but to simpleminded in its realization. The trick is to make sure libwsutil.lib
precedes wsock32.lib in _every_ link statement where libwsutil.lib occurs. This
requires changes in Makefile.nmake and epan/Makefile.nmake (changes attached).
The changes are against the 1.4.0 release and makes Wireshark run on
XP-64/2003-64 (and W7-64, but it was already working there).
