Hmmm, odd.  Do you have any entries in the SCCP preference "Users Table"?

Can you show a screenshot of Wireshark showing the Called and Calling address
parameters?  I'm particularly interested in the "Linked to" item.  Maybe the
problem is that some upper layer protocol (like GSM MAP) is registered for
SSN==1.  That "Linked to" line should show that.
