That's odd - the current state of capture is initialized to CAPTURE_STOPPED by
capture_opts_init(), and, when I stuck some fprintfs into the code that sets it
to other values, they didn't print anything when I started Wireshark.  (I'm
doing this on OS X, Wireshark is built as an X11 app, and DnD isn't supported
between the native GUI and X11 apps, so I couldn't test it.)

I'll have to try it in my Windows virtual machine, to see if there's some
difference there.
