pcap file containing a radiotap vendor ns example

This file contains a vendor namespace for the OUI ff:ff:ff subnamespace 129 as
per http://www.radiotap.org/defined-fields/Vendor%20Namespace.

Note that the current wireshark cannot parse this file properly because it
doesn't deal with the extended bit properly, even though the extended bit had
been defined even before the vendor namespaces were defined. This is a bug in
wireshark, as this is a legal radiotap header even to the old definition of
radiotap, just with unknown bits 30 and 32 (!) in it that the parser would have
to stop on.
