I have the same issue on Windows 7 64 bit Enterprise.
Build 7600.16385.amd64fre.win7_rtm.090713-1255
Wireshark install of WinPCAP fails, but can install manually by "run as
administrator".
Starting Wireshark (as admin) causes the following error: Dumpcap has stopped
working
Windows error reporter contains the exact same info as original poster.
If you close the error window, Wireshark will start, but if you try to capture
it throws the "unable to load winpcap" error.
