Thanks for the report and detailed analysis.
I've submitted a fix (SVN #27456) which sets
cf.state to FILE_READ_IN_PROGRESS similar to your patch and
also does some cleanup on related code.

They are somewhat different in that the Wireshark version (file.c) works with
the GUI and the other (in tshark.c) works with the Console.
