BGP OPEN MESSAGE With and Without GR including 4-octet AS Number
Build Information:
Version 1.0.6 (SVN Rev 27387)

In BGP OPEN MESSAGE there will be one or more Optional parameters.
One optional parameters can contain multi capabilities. When 4-octet AS Number
capability is integrated with other capabilities (like:Graceful Restart
capability), the 4-octet AS Number capability cannot be decode correctly.
