I don't know.

I do know that before when a PDU size was < to the fixed length Wireshark was
unable to reassemble the PDU and that the solution was a change in packet-tcp.c
and use DESEGMENT_ONE_MORE_SEGMENT, but I can't guarantee that these two
changes are the only ones needed and that they work in the stable branch.
