Do we want additional capture tooling in the source tree? I mean, these tools
write out od type files which have to be text2pcap converted before use. That
is where the WTAP_ENCAP value 199 comes from. I'm not convinced there's a large
enough audience for this to integrate it this was. I would rather see the
capture tooling externally hosted.
