Alternate fix proposal
I believe this change will accommodate both scenarios. If the encap hint is
"14", this means that the PPP has been configured in the collection probe.
This is required when PPP header compression is enabled.
An encap of "13" basically means that the auto-detect mode of operation
(default) was selected, and the encapsulation is guessed based on the first two
octets.
