This is a capture in the libpcap file format. 

The libpcap file format doesn't allow the time stamp minor part to become >=
1000000 (see http://wiki.wireshark.org/Development/LibpcapFileFormat) - your
file seems to be invalid in this regard.

Which application did you use to capture this file?
