I have found that Version 0.10.9 works, but Version 0.10.10 does not.
 
Can anyone tell me what difference between these two versions would cause the problem?  What .dll's are different, registry usage, etc....

I was not able to resolve the issue of second level menu access from the suggestions offered (see below).  I could not see any suspicious behaviors, but I should mention that I am not a Windows internal expert.
 
I can run Ethereal on a Windows 98 system without a problem, but still need to get it working on my development XP system.
 
Any further suggestions would be greatly appreciated.

If the libraries are a problem, then Process Explorer can show which
DLLs are being loaded and from what path.
http://www.sysinternals.com/ntw2k/freeware/procexp.shtml

Alternatively, FileMon from the same company can show every file being
accessed, which would point out if there are any problems with
unexpected locations on the load path.

If the file shows nothing and you suspect registry instead, try RegMon
(again from sysinternals)

I don't know, never saw that behaviour, sounds a bit strange.

But if I have to guess, I would think there are some (old) GLib/GTK or
alike DLL's in your system causing trouble.

You may look at DLL's e.g. in system32 which are named similar to the
ones in the Ethereal dir and try to temporarily rename that one(s).

I am running on a Windows XP system Ethereal Version 0.10.10 and WinPcap_3_0.  I can successfully capture and view packets. 
 
However, I am unable to look at any second level menu items (Such as File->Export, Edit->Time Reference, View->Time Display Format, ...).
 
I have totally uninstalled, removed registry entries, and reinstalled.
 
Any suggestions?
