No.

This is probably a WinPcap problem, as WinPcap is the only piece of
"third-party" kernel code, and as you're running Windows NT (Windows NT
5.0, to be precise, a/k/a "Windows 2000") rather than Windows OT
(Windows 98, to be specific) as the other guy was, so there's probably a
bug in some kernel code.

I would suggest trying to capture with WinDump and, if that also causes
a reboot, asking the WinPcap developers about it:
