Not extracted, perhaps because you'd unintentionally un-selected it?

Download the 0.8.20 installer (0.8.20 was just released), run it, make
sure that the llama next to Ethereal isn't grayed out and has a
checkmark over it when you get to the "Installation Options" screen, and
continue.
