New dissector - SONMPLooks good.

Minor issues:   you declare all hf fields with an empty blurb field ""
can you add some description data (5-6 words) here so it is easier to
understand what the fielkds means when building
filters through the gui and resubmit the patch?

Here is a dissector for the Nortel Networks LLC based network discovery
protocol - SONMP.
I've compiled it against 0.9.14 on WinXP.
This is my first submit so I hope its ok.
