It's TortoiseSVN telling you that you have changed the file compared to
the "original file".

Unsure, it might work. Our buildbot
(http://buildbot.wireshark.org/trunk/) and at least I'm still running
2.4 so can't say for sure. But your problem with packet-wbxml below is
very certainly unrelated.
