Actually it looks like it was me who made the request for "any time zone" so at
this point I'd like to withdraw that request.
"Any time zone" would require doing nasty things like changing the environment
(at least unless we want to import our own TZ database, do our own time
conversions, etc., etc.,) which I think is too large to bother have sitting in
a bug that'll never get implemented. If someone else requests it (in another
bug, as Guy suggests) or (better yet) is willing to code it up, great. In the
mean time, as Guy also pointed out, what was requested in this bug (sans my
whining) has long since been delivered, so marking this as FIXED again.
