I'd vote for closing this bug, as we've implemented what was asked for in this
bug, and having *another* bug for "let me display all time stamps not displayed
as UTC in another time zone" - "all" referring not just to the time stamp
column, but to time stamps in the packet detail as well.
(And then there's the question of whether we should have an option to display
all time stamps, including those in the packet detail, as UTC.)
