Thanks Michael!

Knowing that, what I see in Wireshark makes sense; the decodes that don't
follow the ANSI spec are following the ITU spec instead.

'Forward Call Indicators' and 'Cause Indicators' have the same problem. 'Cause
Indicators' has an ANSI-ish dissector in packet-isup.c, but looking at I am
guessing it was a trial-and-error approach because it's part way between ITU
and ANSI.

I'm not sure that I'm a good enough C programmer to just submit a patch to fix
this; but I can certainly help figure out what needs to change to decode the
ANSI messaging properly.

How can I help get this corrected?
