Update for TCP packet handling
While I agree with the change to make length check vendor specific, this patch
doesn't let the heuristics truly run and reject packets that don't have the
"magic number" or supported version numbers.
Perhaps "length computation" needs to be abstracted and the heuristics moved
out of dissect_rtps (to their own function) and put into TCP and UDP dissection
functions.
