The user guide help file used on Windows comes from the packages downloaded
during the setup procedure (from
http://anonsvn.wireshark.org/wireshark-win64-libs/ or
http://anonsvn.wireshark.org/wireshark-win64-libs/).
The current help file seems to correspond to SVN revision 37310 and was not
updated since.
The CHM file file found on http://www.wireshark.org/docs/ is up-to-date so it
is just a matter of creating a new tag with the right file for 1.8 and trunk
branches.
But I have never done it myself so I'm not sure on how to proceed.
